Pierre-Elliot Trudeau who is considered by many to be Canada's greatest prime minister might also be considered the worst as it was his liberal government who set the trend of large social spending that began Canada's decline into debt and structural defecit. John Diefenbaker would be at the top of most people's lists as the man who "killed the avro arrow" Maclean's put John Chretien down as the worst Canadian Prime minister and would probably top most Canadian lists. Chretien took a page out of Trudeau book on spending, and a few from William Lyon Mackenzie King's on social policy and to top it all off, spoke neither official language of Canada very fluently. Steven Harper's government began after the liberals had balanced the books under Martin's shrewd command. Harper quickly cut taxes (ie. government income), increased spending in national defense and was the first Prime minister to suggest patrolling Canada's vast borders.... The result of this was that he put us millions of dollars in debt combined with his failure to act with regards to climate change. He has prorogued parliament twice, which some Canadians thought was to avoid questions.
