Game choices are always going to be about personal taste, so GTA IV is my favourite game, although I did enjoy playing Vice City.
GTA IV is quite a dark storyline, with a superb protagonist (Niko Bellic), interesting characters, some great vehicles and weapons, and much better action from the cops and their confederates, NOOSE and the FIB. You could write a book of the phrases used by the cops, some of them are hilarious.
