No, there is no flood in Reach. With the expception of halo wars the flood was not released until halo combat evolved where the humans stumbled across their existence in search of a lost platoons distress beacon.
The covenant attacked the planet 'Reach' where the Spartan's were created. Master Chief escaped on the Pillar of Autumn and some other Spartan's survived the attack but later contact was lost and are presumed dead.
Reach is lost. But..... Humanity is victorious after the events of halo 3 (the last in the series). The covenant leader is killed and the flood are exterminated.

Yes but to a certain extent. You cannot play online and in training mode but you can play together offline in campain.
In my opinion, Oblivion is the better game. It is a free-for-all game such as Fallout.
