There is strong chance that his mother is of Jewish faith, and since, in Judaism one's religious affiliation passes from the mother side, then we can assume that Mr. Stephan Harper is Jewish, though a secular Jewish.
His behaviour and general political positions are certainly bias towards Muslims, as he often sides with Israel and international Jewish causes.
