No. He isn't. They just decided to split the movie based on the book into two. So, he is not older in the second part. The ACTOR might be older, however, but the CHARACTER is not.

Cho is a year older than Harry so has left school in Deathly Hallows therefore we only see her when she returns for the final battle and she doesn't seem to be dating anybody as she seem flirty with Harry. She later marries an unnamed muggle.

Bill is Ron Weasleys big brother and Fleur is his girlfriend who he gets married to in the Deathly Hallows. Fleur went to Beauxbatons and was their champion in the Triwizard tournament. Bill works in Gringotts as a curse breaker. Fleur works part time in Gringotts when she moves in with them to improve her English.
