Not exactly, it's quite a twisted story. Harvey comics (also known as Harvey World famous Comics, Harvey Entertainment, Harvey Publications, among others) was founded in 1941 and stopped publication in 1982 and were bought out by Steve Geppi for $50,000.

Harvey Comics, under Steve Geppi's companies, resumed publication in 1986, publishing a few core titles. digests of past comics and reprints.

In 1989, harvey Comics was sold to HMH communications. Publication once again stopped in 1994. At this point, Harvey Charcters, such as Casper, were licensed out to other companies, including Marvel Comics around 1996. They did not own the characters.
