My friend and I both a have the game. He has heartgold and I have soulsilver. We were battling using Ho-oh and Lugia. I won. You see, Ho-oh is fire and Lugia is water. Fire is extremely powerful, but water doesn't have many weaknesses. Water beats fire. So I think lugia is better(No offense Ho-oh fans) =)
No offence to you lugia fan but ho-oh achully does something with his life like searching for a worthy trainer but lugia just sits at the bottom of the ocean for the rest of its life and plus if it wasnt for ho-oh the 3 legendary dogs never would of been revived =)
