There is no country called Southern Ireland. There is the Republic of Ireland with 26 counties and Northern Ireland with 6 counties. Using terms like southern Ireland leaves people with the impression the country is equally divided into a north half and a southern half. Not so. Look at a map: Northern Ireland is more properly 'north-east Ireland'; in fact one county (Donegal) is further north than 'Northern Ireland'. And yes, it is a sovereign nation. Article 5 of the Irish constitution states:


"Ireland is a sovereign, independent, democratic state."
