Yes, most of South America is warm year round....it gets cold high up in the \Peruvian Alps and around the tip of the continent.
It varies, Kansas weather is unreliable from year to year. But I was born in Raised in Wichita, southern Kansas, and from my experience, I'd say it snows most often in January and February, Feb. probably more. If it does not snow a lot it will still be freezing cold. !
