Kyogre is an ice type when it can out in pokemon E/R/S, but for some unknown reason the makers of the game switched him to a water-type probably because you have to go underwater to get it

You can find a spheal in shoal cave, there are also lots of water pokemon that can learn ice type moves. Ex. Kyogre, Swampert, Golduck.

Well kyogre is a water type and groudon is fighting and water is super effective so if kyogre knows any water moves (besides aqua ring) its most likely kyogre will win but if kyogre knows no water moves theres a chance groudon COULD win but seeing fighting is not very effective on water it is still MOST LIKELY kyogre win the match. :)
