It depends on what you download. If you download copyrighted materials (music/movies etc) then it is. If you download uncopyrighted materials then it's not. I also heard people say that downloading anything on uTorrent is legal... as long as your are not giving out copies of what you are downloading (this has to do with the fact that dowloading is legal, but uploading isn't.) P.S. It is practically impossible for anybody to catch you for using uTorrent... their system precautions are really good - I have friends who have been using it for over 3 years now and they are OK, :)
