At the present time, yes, the game is endless, and a player will continue to "level up" without limitation as long as experience points are being earned. The individual city sub-sections of Mafia Wars have fixed endings, but other aspects of game play, like Fighting, attacking targets on the Hitlist, and Robbing are on-going. Even Jobs, which are designed to be mastered and thus "completed", can still be played again and again to earn money and experience points.
