Evolution is a phenomenon that is not fully understood but is believed to be continuous. This is very much an opinion based question, so I will take one of the more popular definitions of evolution to answer your question.

The definition of evolution is that there is a change in a population through genetics that causes there to be such differences between the old and new population that they are no longer considered the same species.

Evolution is believed to take place over very long periods of time where the main driver is selection of the most fit. If you look at todays society you may believe that these drivers no longer take place as we have such advanced medical care and there is no real competition for food or mates, therefore theoritcally all genes should be passed on. With this occurring in a population as long as the alleles are in equilibrium there will be no change in the population. So if this is what you believe then no evolution is not taking place for mankind.

You may look at this in a different way where you believe that there is still some selection taking place due to the selection of mates. This would mean that genes are still being selected for just not at as rapid a pace. This would mean that yes evolution is still occurring.

In either case though it would never be "too late" to start evolution it would simply require that selection for specific genes begin to take place.
