No, they are both seperate games. Naruto: Ultimate Ninja Storm 3 is a more updated style of game. Which adds the latest characters in the actual series. (Nagato, all of the jinchuriki, etc). But Naruto: Generations is when you play as the older and younger versions of the cast, and it repeats some of the major scenes in the anime/manga.(Zabuza & Haku, Naruto's mentionable moments growing up, etc.)
