Newton's first law is about Inertia. It states that an object at rest will stay at rest unless an outside force acts on it and an object in motion will stay in motion unless an outside force acts on it. This means that an object at rest will never move by itself and an object in motion will never stop by itself.

The state of motion refers to the object's velocity, which is the the speed and direction. One quantifies inertia as the quantity of mass of an object. On can say that the mass of an object is a measure of how much an object resists change in its motion. The more mass an object has, the more inertia it has. That's why it is harder to push a 3 ton box as opposed to a soccer ball, or something lighter.

Of the Newtons laws of motion the first one states that:(quoting Newton)...every object will remain at rest or in uniform motion in a straight line unless compelled to change its state by the action of an external force. This is normally taken as the definition of inertia. The key point here is that if there is no net force acting on an object (if all the external forces cancel each other out) then the object will maintain a constant velocity. If that velocity is zero, then the object remains at rest. If an external force is applied, the velocity will change because of the force.
