A regional lock is a mechanism first introduced to console games by Nintendo that prevents the use of a product outside a certain territory or location. Nintendo implemented regional locks on its consoles in response to signficant issues with the Nintendo 64 console regarding grey market transactions and legal issues concerning censorship.

No they are not.
Physical cartridges can be played on any console from any region. However a physical cartridge from Japan will not usually have European languages, playing on an EU system will not change this.
Digital games from any region can be accessed by creating an additional account on the console, specific to that region.

You can use a US 3DS in the UK just fine with a UK charger, but, you will have to import US 3DS games as EU ones will not play on it. You can purchase digital games from the US eShop, but you must buy $US wallet top-up cards, these are currency and country locked so again a £UK one will not work.
Can British DS games be played on an American 3DS?
Regular DS games from the UK will work on a 3DS from any region, including the US. It is only the 3DS games that are region locked, so a UK 3DS game would not work.
