Keep in mind the following - 3DS games are region locked, either Japanese, EU + Australia, and US/CAN versions. This region is the only important factor, not your geographical location. You can use a US 3DS in the UK just fine with a UK charger, but, you will have to import US 3DS games as EU ones will not play on it. You can purchase digital games from the US eShop, but you must buy $US wallet top-up cards, these are currency and country locked so again a £UK one will not work.

There is currently no action replay 3ds, but there is an action replay dsi that works for the 3ds being sold only in the UK. I bought mine on ebay.

Yes I think you can. I think the psp is universal because I brought a game in the USA and i got my psp in New Zealand and it works. Yes you definitely can but the UMD movies are region coded and so if you bought a UMD from the UK and tried playing it on a American psp it would not work
