Well, North Korea's government is not good or bad. That is a opinion.

Good and evil are relative concepts, but the actions of the North Korean government would generally qualify for what most people consider evil activities. It provides its people insufficient amounts of food to spend money on unnecessary military power. It has concentration camps where at least 200,000 dissenters are tortured in the most excruciating ways. Every single freedom, from freedom of religion, freedom of speech, freedom from search or seizure, freedom from torture, etc. is denied, up to, and including the punishment of thought-crimes. It uses its nuclear weapons to threaten its neighbors and demand global concessions. Finally, it has no internal check.
