This depends very much on what you are trying to accomplish by running Windows 98 with a command prompt. If you want to launch the taskbar or open a folder, enter "explorer." If you want to launch a certain application, navigate to that program's folder (use the "cd" command to change, ie. "cd C:\Program Files\Mozilla Firefox" to change to that folder").

That's debatable. As long as you know what directory the program you want to run is in and are a decent typist, you may be able to launch the application faster than you could in Windows. There is nothing inherently "hard" about typing a couple words to navigate directories and launch a program. The initial setup of an MS-DOS system is more difficult than that of Windows, but it not at all difficult to use. That was one of the reasons it remained in popular use long after Windows was released, and was still a popular platform for games until about 1997.
