Is PAL and NTSC and SECAM still an issue with high definition televisions?

PAL, NTSC and SECAM are color encoding systems and are used for composite or S-video standard definition signals. Component signals do not rely on any of the color encoding systems. As HD signals are component, they do not use the color encoding methods. However, this doesn't mean that signals are universally compatible. The regions that use NTSC also use a field rate of 59.94Hz while PAL regions operate at 50Hz. The move to high definition has not changed the frequencies in use in these regions. High definition has at least standardized the resolutions to 720 line and 1080 line. Many HD televisions will now handle either field rate so many of the problems of PAL - NTSC compatibility have faded away in recent years. Despite this, most commercial content on DVD is coded to prevent them being used outside their own region. North American DVDs for example generally cannot be played on a European DVD player. It is safe to say that although the technical issues of color encoding have largely been overcome, commercial issues have created new but similar difficulties in transfer of video content around the world.

The outlet isn't the only problem here.Before the DTV switchover there were three standards for televisions: NTSC, PAL and SECAM. NTSC was in the US and Korea, PAL in most of Europe, SECAM in France, Russia and the Middle East. Unless you had a multisystem TV, you couldn't watch American TV on a German TV set.Now there are six different standards. I don't know why. It still means you can't watch TV in the US on a European TV set.

PAL is the color encoding system developed by the British and Germans. It differed from the American NTSC encoding system in several ways and the two are not directly compatible. Because of the British links to the rest of the world, most British colonies (currently or previously) use PAL. This now extends to most of Europe, Africa, Australia and New Zealand. The Americas and the far East tend to be NTSC regions but for a full list, there are many web sites that show every country and the formats they use. France chose a different format when it began color broadcasts, known as SECAM. Although SECAM is still used for the final broadcast, all television production uses PAL format for ease of signal processing. The content is converted to SECAM for distribution to viewers. Several of the French colonies still use SECAM although the format is becoming less popular. With the advent of high definition television, PAL, NTSC and SECAM are no longer used. Each of them are color encoding systems for standard definition signals only and encoding for HD does not use them. However, HD is still often incorrectly referred to as PAL or NTSC. Partly, this is due to the fact that NTSC uses a 60Hz frame rate while PAL uses a 50Hz frame rate. The move to HD has retained the differing frame rates. HD PAL therefore is more properly known as 50Hz HD.

You must still have a standard definition TV, and not an HDTV. The compass, menus, and received rewards will not show up or will be cut off on a standard definition TV because Skyrim was formatted for an HDTV. Do what I did, and get an HD!

Standard definition TV's really can't be changed into anything other than what they are. In other words, there's no conversion kits, etc. But a standard definition TV can still use the digital HDTV signals with the use of a converter box on your antenna system, Dish or DirectTV RF output jacks, etc. The picture, even though converted, will still generally look better than a standard analog signal just because there's quite a bit more information in the signal allowing your analog TV to wowrk at it's maximum capabilities.
