PEG means "polyethylene glycol." (To keep from typing that huge term over and over I'll call it PEG.) It, and propylene glycol, are the only two glycols that can be consumed by people without killing them. PEG is used, among other things, as a laxative. The 400 refers to its molecular weight--PEG 400 is a fairly thin product. There are many uses for PEG in cosmetics. It's a preservative, it absorbs moisture, it's kinda slippery but at the same time sticks to skin and other makeup sticks to it so it makes the product feel better when you apply it, but one of the biggest reasons to use it is it's what's called a "mutual solvent."
