No. Pakistan is a federal republic with democratic institutions of debatable effectiveness. These institutions include political parties and elected bodies at the national, provincial, and district levels. Despite possessing these tokens of democracy, Pakistan can not be termed a democratic country for some of the following reasons.

  1. The lack of commitment to democratic government and the democratic process among the major political parties in Pakistani national politics.
  2. The lack of consensus and support for the democratic process in civil society as evidenced by the significant support for past coups removing elected governments.
  3. The unresolved status of Kashmir and the political rights of its people.
  4. The inability or unwillingness of the Federal government to halt violence being committed by groups based in the Federally Administered Tribal Areas (FATA), and in Kashmir.
  5. The status of women and civil society.
  6. Universal corruption at all levels of society and government.

This list is not exhaustive, but illustrates that the political process in Pakistan is far different from one that would be described as a democratic.

Pakistan do have three Dictatorship period.

1) General Ayub and General Yaya Khan: Outcome was the partition of the original Pakistan into today's Pakistan and Bangladesh.

2) General zia ul haq: Who helped to defeat Soviet Union in Afghanistan, but also lays the foundations of Al Qaeeda and Taliban.

3) General Pervaiz Musharaf: Who helped US to fight Afghan war, but apparent result is more extremism, more terrorists, more blood, more instability of the region, economical collapse of Pakistan and more suicide bombs.

Pakistan has faced dictatorship of 4 Army Generals. Firstly, Ayub Khan Ruled this country for 10 years. Afterward, General Yahya Khan Ruled the country for over 3 years. Then came the reign of General Muhammad Zia-ul-Haq who also ruled country for almost 9 years. Then General Pervaiz Musharraf dismissed the elected government in 1999 and he remained the ruler of the country till 2008.
