Many people think that Pein is a bad person, but it turns out, he's not. He created the Akatsuki to capture all tailed beast, because he wants to bring peace to the world. I can tell because the first NARUTO episode started when a tailed beast attack a village. That gives me the evidence that they can cause trouble. So, he wants to capture them so they won't cause anything.
Yes, Pein is a god now. (I don't know why) I think Pein is a god because usually gods want to bring peace to the world, but I don't get any clues why they are called pain.
