technically yes. in the final season when galaxia is trying to take over the universe, she takes the star seeds from those who have it (usually sailor scouts who represent planets)- these people are metaphysically linked with the planets. remember when mamoru (prince of the earth) got sick when the earth was under destruction? to some degree the sailors are owners and guardians of the planets or the planets represent them, and their soul from what i can remember.
