Not really. They're mostly alike because they're 3rd gen, are set in Hoenn, and are playable for the GBA. They're different for these reasons:
. Pokemon character sprites that move is exclusive to emerald
. You fight both team magma and aqua in emerald. In sapphire, you can only fight team aqua
. In emerald, the gym leaders have different Pokemon and are also rematchable
. Different champions( Ruby-Sapphire:Steven /Emerald: Wallace)
. Battle frontier: only available in Emerald
.you catch kyogre in sapphire. In Emerald, you catch Rayquaza and then Groudon/Kyogre after completing the main story
.In Emerald, Groudon and Kyogre get in a fight and are stopped by Rayquaza (improved storyline)
. Male and Female protagonists have different outfits than in ruby and sapphire
.different opening titles
. Slightly improved graphics
. "trainer's eyes" in RS is replaced by "match call" in Emerald. Match call functions similar to the pokegear
