Actually, just like Ash Ketchum(Satoshi) is based off of Red of Pokémon Red and Blue, Pokémon SoulSilver is based off the 2000(1999 in Japan) game of Pokémon Silver. So, technically, SoulSilver is the sequel of Silver.
