No. He is the senior majority member of the US Senate.

The president nominates the member of his cabinet . They must be confirmed by the US Senate in order to take office.
The Vice President of the US is the Senate President, however, he can appoint or delegate any of the senators to officiate on his absence which is called the President's Pro Tempore. The 113th Congress Presidents Pro Tempore as Jan 3, 2013 is Patrick J. Leahy.
The Secretary of Defense manages the armed services for the President.
After the vice president it is the speaker of the house( currently Nancy Pelosi). After that President Pro tempore of the senate( the person who is president of the senate when the VP is not). After the president Pro temp it is each cabinet member in order of their creation.
His cabinet
The presidential line of succession goes like this: 1) vice-president 2) Speaker of the Hosue 3) President Pro Tempore of the Senate 4) Members of the Cabinet in the order in which the departments were created. This means that if the president dies, resigns or is removed from office, the vice-president becomes president. If the president and vice-president die, resign or are removed from office, then the Speaker of the House becomes president, etc. etc. Since all 18 people in the presidential line of succession could potentially be at the president's state of the union address, one Cabinet member does not attend in case there would be some sort of disastrous bombing at the State of the Union Address that killed the president, vice-president, speaker of the house, president pro tempore of the senate and the Cabinet members. The surviving Cabinet member who is not at the state of the union address becomes president so that if nothing else, the American people know who their leader is. In 2008, the Cabinet member that did not attend was Dirk Kempthorne.
majority party member
there are no requirements to be a cabinet member. they are chosen at the whim of a president
In the United States, prospective administration cabinet members are first selected and nominated by the president. They must be confirmed by the senate before becoming a member of the president's cabinet.
Unless you know President Obama personally, you can't. A kitchen cabinet is different from a presidents regular/administration cabinet, the people in his regular cabinet such as Hilary Clinton (Secretary of Sate) are choose by the president to perform government obligation's and duties, as opposed to the kitchen cabinet which the president can fill with with close friends and colleagues he has met in his life so the president can get some opinions on topics and issues outside the political arena. Short Version: they are a presidents close friends who help the president out when he doesn't want to deal with or get opinions from jackass politicians.
