Western press reports that Putin lets foreign officials always wait when meeting with them. It seems that there is some method to this, ie. short waiting times for meeting with the Queen of England, and long waiting times with officials he deems to be sort of an enemy and irrelevant. For that reason I'm wondering if there is no waiting involved when meeting with officials who he actually "likes", whatever that may mean, ie. where he thinks the meeting could be constructive or whatever.
