ROM is an acronym for Read Only Memory.

Read Only Memory is typically created by a technique either etches the data into a chip, or via a chip "programmer" which typically blows a set of tiny fuses inside the chip to encode the data (EPROM, or Electronically Programmable Read Only Memory).

Read Only Memory is considered non-volatile since the data stored on this chip does not require power to retain the data. This is in contrast to many RAM technologies (Random Access Memory) which often, though not always, require power to "refresh" the data stored in the memory to prevent it's loss.
