Russia is rich in terms of government, however, its citizens are not as well off. The citizens of Russia do not make enough to be considered rich, but they are definitely not poor (the GDP per capita of Russia is more than 1.5x the world average).

It depends. I heard that Africa has a lot of gold, jewels and salt along with many other raw resources. Where the money goes, I dont know :( but 3/4 of the whole nation is very poor- poor. Poverty is a sad feature of the nation. It can't be classified as a rich nation, poverty is a huge problem and there is a huge gap between the rich and poor.
