"Crystal" generally means it has a high refractive index, giving it a distinctive look.
No "crystal" glassware is really crystal in the sense that it's actually crystalline, so Shannon is just as entitled to use the term as any other manufacturer is.
Godinger bought the Irish company that made Shannon Irish Crystal some years ago. It's now made in the Czech Republic, but Godinger kept the name as the brand for all its crystal. The crystal has no connection with Ireland.

Some Waterford Crystal is made in Waterford but not as industrially as before the factory in Waterford closed down. A year or so later the House of Waterford Crystal opened, it makes a bit of the crystal but only really to sell in the store. Frankly it cost to much to make in Ireland with the minimum pay of €1,461.85 a month. It is much cheaper to make in places such as China.

I just ordered two Curraghmore champagne flutes to match the rest of my Waterford crystal, which was purchased years ago and definitely made in Ireland. The new crystal is beautiful, but on the boxes it says "Waterford" and "Made in Hungary."

Waterford Crystal is brand name, originally it was all made in Waterford. Now though it is very expensive to make high quality glass in a country such as Ireland. It is far cheaper to make in China etc. Waterford Crystal is a brand name not a promise.
