Well in my opinion I think The Sims 3 is better with the Sims 3 pets expansion pack.
Reason is because not only do you get even more fun out of the game with more options for your Sims to do but your Sims can play with their pets animals: horses, dogs, cats etc.
Also you can get new venue's, new clothing and can create the pets the way you want them to look. e.g. colour, size, patterns/markings and even more. Your even allowed to control and play as the pet as well as the Sim's.

Sims can only have pets in Sims 3 if toy buy the Sims 3 "Pets" expansion. If you are talking about Sims 3 alone, the only pet a Sim can have in Sims 3 standalone is a fish.

Not necessarily. If you get the sims 3 pets plus, it comes with the sims 3 base game. BUT if you get sims 3 pets EP, then yes you would also need to buy sims 3. I think it's better to go with the plus, it costs 10 bucks more, but you save money then buying both. Plus you get cool unique limited items. :)
