Venus has an apparent magnitude [See related link] of -3.82 when it is opposite from the Sun, whereas Sirius has an apparent magnitude of -1.47.

So Venus is always brighter (When seen) than Sirius.

In terms of actually brightness, yes. Sirius is actually brighter than the sun. In terms of brightness as seen from Earth, no.
