Sonic Riders is already out, but if you mean Sonic Free Riders then most likely Rouge will not partake in the storyline as she hasn't for the other games in the series.

Hyper Sonic is a more advanced version of Super Sonic, that was only ever in one Sonic game: Sonic 3 & Knuckles for the Genesis, he is not in Sonic Riders or any other Sonic game. As for Super Sonic, you can only get him in Sonic Riders by completing all missions with a gold rank. *trust me it's not worth it, way too much work for the reward*

Super Sonic is currently evil this has been like this since sonic the hedgehog 3 however whenever sonic is super sonic it seems SEGA doesn't want to implement his dark side so they keep him good all though whenever he talks notice how serious sonic gets this is the only hint to his dark side. The only times super sonic's true dark side has been revealed was in sonic riders and sonic riders zero gravity and most likely sonic free riders, whenever you play with him hear him talk and do other things it is clear he is very evil!
