Todmorden is in Calderdale Borough,based on Halifax, and hence part of West Yorkshire. Confusion could arise as it has an OL postcode (Oldham postcodes cover Oldham and parts of Tameside and Rochdale boroughs mainly) and hence a "Lancashire" address! Since 1996 you are not obliged to put a postal county on a letter, but the habit still continues with many. These places are NOT part of Lancashire administratively however.
