I think that both sites are safe. You can make them as safe as you want. If you wan't to remain safe on Facebook or Twitter, do not post personal information (i.e. phone numbers, email addresses, mail addresses) or post photos that may reveal too much.
That is totally up to you if you want to put your number on Twitter. I would advise against it, though. Twitter is a very public place and giving out personal information such as your number is not a very safe practice.
