yes
the usb gecko has many features allowing you to do much more on the wii than you normally could
it connects from your PC to wii via usb cable
however
the usb gecko does allow you to copy (back up) your games
and also play them
but
the only way to do that is to have a mod chip (D2PRO)
and a custom DVD drive(LG8164D)
basically the mod chip sends info to the DVD drive which then the info goes to through the usb cable to your PC
then when you want to play the game you load it up on your PC and it imprints a tempory file onto your game disk you have in the wii and you can play the game
mod chips and custom DVD drives are illegal
so yes
the usb gecko is legal (without the modchips and DVD drives)
You need the Homebrew Channel and an application called USB gecko to launch the USB gecko codes.
buy it on eBay

The scientific name for Tokay Gecko is Gekko gecko.
They have the same name, but their color might be different. The spots and striped might be at their tail, the whole body, or the head. Their skin colors can be yellow, pinkish-orange, and that's all i know. :D
Day gecko, leopard gecko and crested gecko
I would say a Crested Gecko, although you can get a colourful gecko like a loepard gecko
