The United States is a limited government, because the US Constitution does two things relating to the government's power. One, it delegates only certain powers to it while reserving other governmental powers not mentioned in the Constitution to the people or the states. The other is that it together with Amendments to the Constitution specifically denies certain powers to the government, such as the ability to make ex-post-facto laws or grant titles of nobility or create a national religion, among many others.

Generally the idea is that the US acts on matters that affect the nation as a whole even though the effects of that action may be felt in only one or a few states. The US government is not able to act on matters within states that have no effect on other states. Example is a state may enact an internal income tax law but the US has no power to set the rate. Also, the US can fix a speed limit on state highways that federal highways that cross state lines but it may not set speed limits on roads that are solely within a state's boundaries, like local streets.

The power of the federal governmant has expanded from the very limited authority it had under the Constitution by virtue of the interstate commerce clause and the necessary and proper clause. The necessay and proper caluse gives Congress the power to make laws that are not specifically set forth in the Constitution which are necessary and proper to carry out laws which are within the Constitution. One example is during the administration of Andrew Jackson, Congress created a national bank. States objected to this saying no where is there the power to create a national bank in the Constitution, and there is no such explicit power. However, the Supreme Court ruled that Congress has the powr to control the national currency, and the national bank furthered this authority, therefore the power to create the bank was valid because it was necessary and proper to control the nation's currency.

Although the Constitution does envision the US government as one of limited powers, over time ithat power has expanded substantially. Never the less, it is still far from having unlimited governmental powers.
