No,Uub is not a sayian. If you see pictures of Uub going SS it is a fake.

that is to say that as a enhanced human fighter he can go so far as to literally ascend from

enhanced human to a sort of human like psuedo super saiyan albut one that has all the abilities of a saiyan that has ascended to super saiyan

during the baby saga in dragonball gt in episode 32 good buu fuzed his being with uub who happens to be the good human reincarnation of majin buus character from the Dragon Ball Z majin buu saga

for some reason when buu and uub fuzed together they became a single being permanently

in dragonballgt episode 33 the tails tale when uub as majuub had his rematch with baby posessed vegeta when majuub experiences a power up transformation he is clearly showing all the tell tale signs of a saiyan ascending to super saiyan

such as change in hair color, and eye color, muscle tone becomes more defined, slight change in skin tone with access energy being radiated from the body in the form of a pulsating flame like aura

even though majuub is himself a non sayian human character he somehow poesess the ability to ascend like a saiyan

and as such can be seen as being proof positive that majuub can ascend to a psuedo super saiyan state of being

I don't like contradicting other people, but to the person above, Uub CANNOT technically turn into a super saiyan. I don't think that you understand that becoming a super saiyan is not a simple matter of powering up (then there would be A LOT of super saiyans running around), it is a transformation that only saiyans are capable of. True, upon powering up, Uub does gain some SSJ attributes, but that's it, and it is probably a coincidence. If anything, it has to do with the powering up itself and not some pseudo-SSJ thing. I don't mean to be rude, but Uub cannot turn into a SSJ.

No there is no possible way Majin, Kid, or Super Buu can go Super Saiyan. Only Saiyans can.
