The question is confusing, probably because it represents a confusion of concepts.
VLSI may be used to build either embedded systems (a system containing a computer within it where the user need not be aware of that to operate it and cannot reprogram that computer) or VLSI can be used to implement systems that do not contain a computer at all or are computers in themselves that will be running user written programs.
VLSI devices are components within a system and generally not complete systems themselves.
VLSI stands for Very Large Scale Integration. LSI stands for Large Scale Integration. In LSI for example a chip has 1000 transistors in 1 sq cm , then in VLSI it will have more than 1 million transistors in the same space.

A hardware VLSI implementation of a design will likely run faster than a software DSP implementation of the same design. However the hardware VLSI implementation will usually be more expensive to build and difficult to change if errors are found or the specifications change, so if the speed of a software DSP implementation is adequate the hardware VLSI implementation might impose too much risk on the project.
