I think it would be completely fine if you saw it. You would just have to see it with someone 13 or older as it is PG-13.

I would surmise it would depend on what the specific 'mature' 11 year old knows or not doesn't know, I would still say No, generally speaking, it still wouldn't be appropriate for anyone under 14.
It all depends on how old and/or mature your kid is. I would say the anime is appropriate for a 14 year old or mature 13 year old, but the manga is a lot more graphic, so I would wait a little for them to read the manga.
