No, it's not necessary.
Phnom Penh and Sihanoukville both are the famous, interesting and attractive places to visit in Cambodia.
Phnom Penh, Cambodia is located in Southeast Asia. Phnom Penh is not only the capital of Cambodia, but, it is also the country’s largest city. Phnom Penh is considered the gateway city to see most famous Temples of Angkor. Some sights in town which are not to be missed are Wat Phnom. After climbing to the top you will have fantastic views of the entire city. The Silver Pagoda and the Royal Palace complex are equally impressive. Here you will be up-close and personal to view the emerald Buddha and a Buddha made of gold. You cannot leave Phnom Penh without stopping at the Tuol Sleng Museum. The former school served as the Khmer Rouge’s main reign of terror where very few people survived. Make sure to give yourself at least two days to enjoy the sights otherwise you will feel rushed. Phnom Penh is a great place to visit, but not for the faint of heart.
Siem Reap (for the Angkor Wat temple complex), Phnom Penh (the capital city, where people go to visit The Killing Fields and The Tuol Sleng Genocide Museum / S21) Battambang (to ride on the Bamboo Train and visit The Killing Caves), Silhanoukville (for the beaches) and Kampong Cham (for the Bamboo Bridge).
