Actually All Gods are both. In one picture it shows a combination of Lord Shiva and his wife, Parvati.

The gender of Shiva:We are endowed with seven basic forces, using which we can control our thoughts and actions. Each of these forces is represented by a Hindu god.

The seven basic Hindu gods:

They are,

1. Dreaming force - Indra

2. Illusory force - Shakti

3. Voluntary force - Brahma

4. Semi voluntary force - Vishnu

5. Involuntary force - Shiva

6. Status altering force - Shani

7. Compulsive force - Yama

The Hindu gods and goddesses:

Strictly speaking, all of the seven basic forces are made of both Voluntary force and Involuntary force, in different proportions.

The Involuntary component of the basic forces symbolizes god and the Voluntary component symbolizes goddess.

Of the seven possible goddesses the goddesses associated with the central three forces i.e. the Trimurti are worshipped.

Brahman, the supreme Hindu god, is pure Involuntary force. However, it is not considered as male as it should not have any characters.

Shiva and Parvati:

The Involuntary Shiva force too has a Voluntary component that is represented by Parvati. The voluntary component is necessary because we can't directly gain conrol over the Involuntary Shiva force.

In the middle, the Involuntary Shiva force has voluntary and Involuntary forces in equal quantity. This part of the Involuntary Shiva force is represented by Ardhanareeshawara.

Therefore, Shiva is undoubtedly a man.
