By definition, whether something is appropriate or inappropriate is dependent on what it's being used for.
Anything can be appropriate or inappropriate, depending on what it's being used for. For example, a sexy green dress would be appropriate for a cocktail party, but inappropriate for a funeral. So you cannot simply ask, "Is this dress appropriate?" You have to specify: "Is this dress appropriate for a cocktail party?" or "Is this dress appropriate for a funeral?"
