Cream doesn't change phase when being whipped, it just mixes with air. So whipped cream is a combination of liquid and gas - a foam.

Regular cream is a liquid. Whipped cream is a foam (gas bubbles in liquid). If left long enough, the liquid will drain down and the gas will escape, leaving the cream.

Liquid Cream is composed of the higher-butterfat layer skimmed from the top of milk before homogenization. In un-homogenized milk the lighter fat rises to the top over time. This process is accelerated in industrial production by using centrifuges or separators. In many countries, cream is sold in several grades depending on the total butterfat content.

Technically it is liquid, it does not have a definite shape, but it takes up a definite amount of space.
