Tom Ruegger, the show's creator, explained in Rob Paulsen's podcast that Yakko is 14, Wakko is 11, and Dot is 9. At least, those are there frozen cartoon ages. As for their birthdays, Lon Borax (the Warners' creator in the Animaniacs universe) created them on February 30th (or so he remembers) in 1929. People used to think Wakko was 7 because of the Hello Nurse song, but that was just used to have something rhyme with 'heaven'.
While it is entirely possible that he did indeed ask this question, if you are going to source the quote you may as well phrase it ambiguously. After all, numerous people have asked this question independently of Yakko, qualifying it as a rather common thought.
