No, it is above average. IQ is always normed based on age with 100 always being average. The standard deviation of IQ scores is 15, so 125 is something like 90th percentile (plus or minus a few). It is always associated with a margin of error, too, so it is usually something like 126 +/- 3, which would still put it well above average.
