In many ways, yes. The actual answer depends on the driver because an inexperienced driver may want to hot rod and can easily drive faster than their experience makes safe.

One nearly universal truth is that almost everyone thinks that they are a better than average driver. A new driver who believes this and has a Camaro may dig a deeper hole.

On the bright side it has many positives for any driver. It should be inexpensive to buy, only require liability insurance, and will be very simple for most any shade-tree mechanic to service. If the new driver wants to learn anything about auto mechanics, it is a perfect car to learn with; parts are inexpensive and common, and service manuals are in many, many libraries.

The car is also a favorite with enthusiasts. There are "Third Gen" clubs (a 'Third gen' is a 1982 to 1992 Camaro or Firebird) all over the US, and dozens of websites and on-line parts companies.

It is also actual metal and fairly heavily built so in the unfortunate event of an accident, the car is stronger than many newer models. It does NOT, however, have the advanced safety features of most current or late models. A third gen does not have any type of airbag or Supplemental Restraint System so seat belts are an absolute necessity. It will also be lacking in anti-lock brakes so the driver will not be able to just slam on the brakes to stop.
