If a bill is judged defective after it has a serial number printed on it, it is removed from circulation. It is impractical to print another bill with that one serial number, and yet the Bureau of Engraving and Printing wants to ship packets of bills with consecutive serial numbers starting at "round numbers" in order to make accounting for the bills easier. Rather than destroy an entire packet of bills, they substitute a "star" bill for the missing currency.

Collectors will normally pay a slight premium for a star bill, no more than 5% if the bill is in perfect condition, and less if the bill is worn, torn, or dirty. There are enough "star" bills around that they're not likely to become especially valuable.

You could always pull a Tom Sawyer and spin a tall tale at the neighborhood bar, suggesting that it's a special bill used to pay CIA agents, or something nifty like that. Maybe someone will be drunk enough to buy the currency from you for $15 or $20. Or not. It's worth a laugh.
