Is a 3.8 good enough for ivy league?

Your GPA isn't the only thing schools look for. Even a 4.0 (or 5.0 if your school is on that system) will not guarantee entrance to an Ivy League school. Likewise, there is no exact "cutoff" which will instantly disqualify you from entrance.

With enough extracurricular activities on your application, you can get into any school with a non-perfect GPA.
